Abstract: This report was prepared by the McMaster Research Shop to support the Hamilton Community Benefits Network (HCBN) and the City of Hamilton in developing a Community Benefits Framework for public infrastructure projects within Hamilton. The goal is to identify best practices for the development, implementation, and evaluation of Community Benefits Agreements (CBAs), with a specific focus on how these practices can be applied in Hamilton’s context.
