dc.description.abstract | This report, prepared by Agora Supportive Housing for Individuals with Autism, critically assesses Massachusetts’ current policy landscape surrounding supportive housing for individuals with profound autism. Through a comprehensive review of key state agencies—including the Department of Developmental Services (DDS), MassHousing, the Department of Housing and Community Development (DHCD), and the Massachusetts Housing Partnership (MHP)—the report evaluates existing housing policies and their effectiveness in meeting the unique needs of this population. Despite notable advancements, the analysis identifies significant gaps, including delayed eligibility determinations, service transferability limitations, funding shortfalls, and lack of inter-agency coordination. These challenges are further illustrated through case studies, community needs assessments, and comparative analyses with federal policy frameworks, such as the Home and Community-Based Services (HCBS) rule. Drawing on stakeholder questions and national best practices, the report culminates in a layered policy framework proposal aimed at guiding Massachusetts toward a more inclusive, efficient, and equitable housing system for individuals with profound autism and complex needs. | en_US |
