dc.description | The published version of this article was translated into French by Recherches amérindiennes aux Québec for a special issue they prepared in the fall of 1971 shortly after the announcement of the James Bay Hydro-electric Project in April 1971. In a rare intervention by a scholarly journal they quickly responded to the need for a public debate, assembling articles by ethnographers, natural scientists, administrators, journalists and residents of the region, including reports of responses in Cree villages. The English version of this article which is also included here is from an unpublished English version of the Recherches amérindiennes issue that was prepared by the Programme in the Anthropology of Development at McGill University. | en_US |
dc.description.abstract | La décision du gouvernement du Québec de "promouvoir le développement et l'exploitation des ressources naturelles” dans les régions situées à l’est et au sud de la Bale James non seulement impliquera la construction d'un vaste projet hydroélectrique, mais également ouvrira un territoire d'environ 50,000 milles carrés a l'exploitation des ressources forestières, minières et récréatives. Ceci représentera une augmentation importante des types de ressources mises en valeur, dans une région, que les populations indiennes étaient jusqu'a maintenant, presque les seules à exploiter, tirant de l a faune leur subsistance et leur revenu monétaire. Nous disposons de cas illustrant de telles conséquences fâcheuses, et ce dans cette région même puisque les Indiens y ont subi le contre-coup de l'exploitation de ressources nouvelle. Étant donné que des Indiens vivent déjà de certaines ressources de la région, et qu'il nous faut aussi bien respecter que protéger cette option, il devient également clair que ces Indiens doivent être impliques au sein d’organismes de planification. Il ne suffira pas que ces institutions gouvernementales et privées non-autochtones, même si leurs connaissances des Indiens étaient valables, servent d'intermédiaires entre les organismes de planification et les Indiens. Ce sont ces derniers eux-mêmes qui doivent être directement représentés, afin que la planification n’ignore pas la considération de leurs connaissances et de leur expérience de la région, et tienne compte de leurs besoins. Il est impérieux que des ententes, acceptables pour tous, soient conclues entre d'une part les agences responsables de l'exploitation des ressources par les non-autochtones et d'autre part les populations indiennes de la région représentées par ses conseils de bande. - - The decision of the Government of Quebec to "promote the development and exploitation of natural resources" in the region to the east and south of James Bay will not only involve the construction of an enormous hydro-electric project, it will also open an extensive territory to new exploitation of the forestry, mineral and recreational resources. This will be a major expansion of the kinds of resources utilized in the region where up until now the Indian peoples of the area have been the major resource users, depending on the animal populations for subsistence requirements and for cash income. Examples of the dangers involved can be found within the region itself, where Indians have already been suffering the consequences of what exploitation of new resources has already occurred. If the dependence of the Indian people on some of the resources of the region is to be respected and protected, the Indian people must be involved in this planning body. It is not enough that non-Indian institutions who are familiar with Indian people, whether governmental or independent, be intermediaries between the planning bodies and the Indian people. The Indians must be directly represented so that their knowledge and experience in the region can be part of the process, and so that their needs can play a role in the planning process. It is imperative that mutually agreeable arrangements be made between the agencies responsible for the new exploitation of the resources and the Indian peoples of the region through the Band governments. | en_US |
